NIS mission

NIS has the mission to meet the information needs of all categories of users of statistical data and information by collecting, producing and disseminating data in accordance with the Law on the Organization and Functioning of Official Statistics in Romania. (EC) No 226/2009, Regulation (EC) No. No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European Statistics and the European Statistics Code of Practice necessary for substantiating decisions on economic and social development of the country and for the knowledge and information of public opinion on the realities of Romanian society.

NIS vision

NIS, as the main producer of official statistical data, responsible for the coordination of all activities at national level regarding the development, development and dissemination of European statistics, is oriented towards achieving in a near future some functional methodological and technical performances recognized on domestic and international plan, at a level comparable to the performances of the most advanced national statistical institutes in the EU Member States.

National Statistical Council (NSC)

National Statistical Council (NSC) represents the highest forum promoting and developing official statistical activity at national level, providing by its structure, the involvement of authorized representatives of main categories of suppliers, producers and users of official statistical data and information in the statistical process.

 

National Statistical Council (NSC) was established based on the stipulations of Law 226/2009 on official statistics organisation and functioning in Romania, with further amendments. It assures the objective, transparent and scientific nature of methodologies, indicators, nomenclatures and classifications used in the statistical activity.

 

National Statistical Council tasks
  • debates and formulates recommendations regarding the development and improvement of statistical information system, in order to increase the degree of meeting the data users’ requirements;
  • debates, formulates recommendations and endorses the draft strategy and national statistical programmes;
  • debates and formulates recommendations regarding the plans for elaborating the methodologies, the systems of indicators, nomenclatures and classifications used in the National Statistical System;
  • debates and formulates recommendations on all plans for the organisation and development of national importance statistical surveys, elaborated within the National Statistical System;
  • debates and formulates recommendations on the improvement of tools and mechanisms aimed for implementing the principles of the National Statistical System functioning;
  • debates, formulates recommendations and endorses the draft normative documents regarding the National Statistical System;
  • points out and debates the dysfunctionalities within the National Statistical System and formulates recommendations for their prevention and correction.

The members of the National Statistical Council are appointed by Prime Minister Decision, the National Bank Governor Decision, respectively by Order of the President of Romania. The members who are representatives of the Romanian Parliament are appointed by the Decision of the two Chambers of the Parliament plenum. They are appointed for a 2 years period, at the proposal of the NSC bodies and institutions.

The President of the National Institute of Statistics is member by right.

A president, assisted by three vice presidents chosen through open vote with simple majority from its members, chairs the National Statistical Council.

According to the Order of the NIS President, the NSC members can be also appointed as members of the Committee for Methodological Endorsement.
 

It represents the professional authority within the National Institute of Statistics responsible to endorse the methodological projects on the organisation and carrying out of statistical surveys, statistical classifications and nomenclatures, statistical tools as well as other statistical papers.
